Any owner of a motor vehicle, required to be registered for Kentucky highways, who is a recipient of a Navy Cross Award.

Steps Required:
Submit an application to the Kentucky Department of Veterans' Affairs along with a copy of the general order that authorized the award and the recipient's Department of Defense form 214.
